In future if government has its way then you would not need to spend extra money for using your mobile phone outside your network area in terms of roaming charges. Even you will get better data speeds. And this is possible only when the goals outlined by the government in its National Telecom Policy 2012 are met. The National Telecom Policy was announced by Union Telecom Minister - Kapil Sibal. This policy includes full mobile number portability and free roaming in the country. Presently Mobile phone users are permitted to change their operators through the MNP facility within the same network in India. But with help of full MNP, users can change operators irrespective of their network area. For instance, without changing the number Idea user in Delhi can change the operator to Airtel Kolkata with help of full mobile number portability. The NTP 2012 envisions are that every Indian to have a phone by the year 2020. The National Telecom Policy 2012 expects to increase rural teledensity from the current level of around 39 to 70 by the year 2017
Last year in 2011 these policy outlines were mentioned in National Telecom Policy 2011. The government tried to pitch for no roaming fee and better data speeds.
